Join us to hear a panel of experts debate the proposed changes of Hong Kong’s national security law and what this means for the people of Hong Kong as well as for the U.S.-Hong Kong relationship.

Our experts will discuss the background leading up to the passage of the new national security law in the National Peoples’ Congress and the next steps for implementing the law. During the event, they address questions such as: what does the new law mean for the people of Hong Kong and how will they react? How will companies doing business in Hong Kong respond, i.e., will they be able to continue with “business as usual’?  What will be the U.S. reaction—will Secretary Pompeo and President Trump impose strict sanctions on Hong Kong?

Moderator

Nelson Dong is a partner in Dorsey’s Corporate group, Chair of the National Security Law practice and co-Chair of the Asia-Pacific practice. Nelson has substantial experience in advising corporations, private and public universities, other independent research institutions, engineering and medical societies and other organizations around the world on export control, economic sanctions and national security matters and on international technology law issues. Prior to joining Dorsey, Nelson served as an Assistant U.S Attorney in Boston and worked as a White House Fellow.

Panelists

Scott Kennedy is senior adviser and Trustee Chair in Chinese Business and Economics at the Center for Strategic and International Studies (CSIS). A leading authority on Chinese economic policy, Kennedy has been traveling to China for over 30 years. From 2000 to 2014, Kennedy was a professor at Indiana University (IU), where he established the Research Center for Chinese Politics & Business and was the founding academic director of IU’s China Office. Kennedy received his Ph.D. in political science from George Washington University, his M.A. in China Studies from the Johns Hopkins School of Advanced International Studies, and his B.A. from the University of Virginia.

David Tang is the managing partner, Asia for K & L Gates. His law practice concentrates in the areas of foreign investment, cross-border financings, mergers and acquisitions, and real property related transactions. He has more than 30 years of transactional experience in the Greater China market. Among his activities, David served on the board of the Federal Reserve Bank of San Francisco from 2002 to 2008 and as its chair from 2006 to  2008. He currently chairs the American Bar Association Task force on Trade in International Legal Services.

Dongsheng Zang is an associate professor at UW School of Law. Professor Zang joined the UW faculty full-time in 2006, after serving as a visiting professor in 2005-06. His academic interests include international trade law, and comparative study of Chinese law, with a focus on the role of law and state in response to social crises in the social transformation in China. He holds an S.J.D. and LL.M. from Harvard Law School, in addition to his LL.M. from Renmin University (Beijing) and LL.B. from Beijing College of Economics.
